All Eyes on Africa as Egypt Hosts Spectacular ACF

DSC02403

The COVID-delayed African Currency Forum (ACF) finally took place two years and a few months later than originally planned in Luxor, Egypt from 15-18 January, attracting 305 delegates from 46 countries, including 25 central banks and state printworks from Africa itself.

This Forum was hosted by the Central Bank of Egypt (CBE) Printing House on behalf of the Association of African Banknote and Secure Document Printers (AABSDP), whose eight members are the government security printers of Egypt, Morocco, Algeria, Nigeria, Sudan, Zimbabwe, the Democratic Republic of Congo and South Africa.

The attraction of the ACF is its unique mix of technical and industry presentations in plenary sessions, with a specific focus on developments across the African continent, combined with numerous social events where business and industry discussions continue in an informal and relaxed environment and friendships are established.

This ACF was no exception. The programme covered the latest developments in design, features, substrates and technology, whilst the social events took in visits to some of the unique historical monuments of Luxor, once the capital of ancient Egypt. A particular highlight was the opportunity to visit the recently completed Printing House and Cash Centre, situated in the New Administration City near Cairo.

The conference was opened by Eng Khaled Farouk, Sub Governor, CBE Printing House, and the scene was then set by a presentation from Currency News covering the developments in Africa since the last ACF (in September 2018 in Zimbabwe). Africa accounts for 35% of the world’s currencies and denominations (43 and 243 respectively). Over the course of the last four years, 30 out of the 43 currencies have seen at last one change, be it in the form of new series (11), upgrades and redesigns to one or more denominations (9), the replacement of notes with coin (3), new denominations (6), commemorative notes (3), switch of substrate from paper to polymer (5) or polymer to paper (2), and changes to coin design or composition (3).

The plenary sessions that followed covered secure technology and banknote developments, along with developments in diffractive technologies. That evening delegates dressed in traditional djellabas took boats to Amira Island in the Nile to enjoy Egyptian food and entertainment.

Banknote technology and machinery was the topic next morning followed, in the afternoon, by a tour guided coach ride to the West Bank to visit three tombs in the Valley of the Kings and Queens, and the temple of Queen Hatshepsut, returning via a boat trip on the Nile to witness the sunset.

The final day’s plenary sessions included banknote trends towards sustainability, banknote printing in Africa and cash and CBDCs, and ended with a panel discussion on sustainability. The Gala Dinner which took place in Karnak Temple included an historical light and sound show, and a presentation by the world-renowned archaeologist and Egyptologist Dr Mostafa Waziri. An unforgettable night.

The majority of attendees arose very early next morning to board a charter flight which made history as the first commercial flight to land at the Administrative Capital City’s new airport. The visit to the CBE’s new Printing House and Cash Centre, a state of the art currency hub for the country, impressed all with the scale of its technology and automation.

The printworks houses four new printing, varnishing and numbering lines from Koenig & Bauer Banknote Solutions, each line capable of producing c. 1.2 billion banknotes a year (on a three shift / 24 hour basis), although as yet the machines are only running on a single shift basis. There is an identical print room to the one currently in use but providing space for expansion, so the eventual capacity could be around 9 billion banknotes a year.

The printworks is connected to the fully automated cash centre by a 290m tunnel. The cash centre has two vaults with a capacity of 1 billion notes, 12 high speed banknote sorters with a processing capacity of 20 million notes per day and banknote destruction and briquetting systems with a capacity of 0.7 tonnes per hour. 1.4 km of conveyor belts connect all the functional areas of the cash centre, including the 12 loading bays with a receiving capacity of 25 million notes per day, along with eight AGVs.

The €260 million project was awarded to Giesecke+Devrient and, starting in 2018, took four years to complete. Considering that construction took place in an area with limited infrastructure, in a city that at the time didn’t exist and, for much of the time, during the pandemic, the successful execution of the project was nothing short of remarkable.

The Forum ended with an appropriately named Celebration Dinner in reference to the printworks and cash centre. But delegates could be forgiven for thinking it was to celebrate the whole, impressive, never to be forgotten, event.

The next ACF is due to be hosted by Sudan Currency Printing Press, who has taken over the chairmanship of the AABSDP from the CBE. The dates and location are to be confirmed.

The Right Choice?

Tod Niedeck, Crane Currency

We are all faced with choices, large and small. How do we make the right ones? The modern banknote is a complicated, highly engineered payment instrument. While some central banks are confronting surging cash demand, others are wrestling with steep reductions forcing new considerations in how best to secure cash as the public becomes less accustomed to using it. Faced with fast-changing conditions, and new and emerging threats, what guides our decision-making?

Our choices can come easily to us, or with great difficulty, but they are always our own. In “The Right Choice?”, Crane Currency presents criteria that guide its decision-making, and which may help to make your next choice the right one.

Banknote Substrate Performance and its Implications on Sustainability

Daniel Schwarzbach, Orell Füssli Security Printing

The question of which substrate to choose when considering upgrading or launching a new series has eluded Currency Directors for years. All issuing authorities are searching for the best balance between durability, security, costs and – last but not least – sustainability. Increasing the lifespan of the banknotes in circulation is crucial. However, it is not easy to get impartial information on the factors that influence the lifespan of a banknote.
As an independent printer with no obligations for a substrate provider, OFS has established unbiased scientific data on the performance of different substrates in a truly objective manner. Neutral data is also demanded by customers, driven by a growing diversity of substrates in the market. All this led OFS to conduct an independent study on comparative banknote substrate durability.

In the study, mechanical wear, as well as soiling of the substrate, was simulated and compared. Conclusions will be drawn on the substrate performance as well as the implications on overall sustainability

KINEGRAM Security Features from Kurz – The Clearest and Most Intuitive Mark of the Genuine Banknote

Ian Smith, Leonhard KURZ

Many central banks report that people do not check their banknotes carefully enough.
This is indeed a problem for currency issuers, and the basis of the counterfeiter’s business.
The KINEGRAM optical platform from KURZ offers a security feature that gives the user the maximum opportunity to recognise the genuine note – and spot the fake one which does not bear the right feature – even when the user has no training or even any great interest in checking his or her money.
Durability in circulation is another key concern of banknote issuers. Conferences such as the African Currency Forum are the venue for lively discussion on the merits of paper, durable paper, pre-and post-print varnish, polymer and composite substrates. A KINEGRAM security feature from KURZ offers proven durability in circulation on any substrate even in challenging environments.

Steel Plates for Intaglio Printing

Barna Barabas, JURA

In line with today’s latest technologies Jura and OeBS together announced the latest development of the Direct Laser Engraved Steel Plates for Intaglio Printing. The new material and printing process meets the highest expectations of Intaglio Printing, the platemaking is sustainable and environment friendly process.
The whole development started with a very accurate set of tests such as: material selection, laser engraving, post-processing & PVD coating, and much more.
The new S- DLE® (Steel Direct Laser Engraving) engraved plates are already in production with very positive feedback, the plates were coated with PVD chroming, and during production there was no plate elongation, which was one of their biggest fears. The steel plate post-process is the same, there is no need to change the plate production or the banknote production itself.
S-DLE® – Steel Digital Laser Engraving – is an engraving technic providing full 3D control over the engraving process including asymmetric line-profiling, multi-level engraving, and precise control of fine-line microtext. The calibration and checks are fully automated including the measuring of the plate thickness, laser power, focus, and field correction.
This is the third generation of lasers that the S-DLE is using. We started in 2005 with Nano second, since 2012 Pico second laser had been the standard technology, and then, in 2019 Femtosecond laser (ultrashort laser pulses) which allows engraving in different materials.
In the presentation we will present the process itself, the lessons learned and the production results.

Future of Sequential Numbering

Thorsten Tritschler, ZEISER

Sequential Numbering Boxes have been used for numbering of banknotes since the start of serialization. Maintenance or cleaning of them reduced the uptime of the numbering process and the change of fonts with different widths were not possible.
In 2022 Zeiser addressed these matters and designed a complete new type of mechanical numbering box, which addresses these disadvantages. The new KX model is capable of accommodating different wheel widths and other font sizes in the same frame. It is very simple to exchange the individual wheels and reduces significantly invest when changing between different jobs.
The new split design of the body enables the operator to quickly change the upper part, which includes the inked wheels, for cleaning or maintenance, without losing the printing position on the banknotes. All this can be done without any tool. Changes are done very quickly and reduces the downtime of the numbering machine drastically.

The unprecedented accelerated rise of automation calls for innovative strategies that can support a sustainable and efficient ecosystem. Future-proof, durable and fully compatible machine-readable solutions must meet today’s demanding requirements, while reinforcing banknote security, enabling an optimal and sustainable cash cycle for the future.
Cash today continues to play an essential role in benefiting each member of society despite the increasing presence of contactless and digital payments in parallel to the general increase of banknotes in circulation. This serves as an opportunity for central banks, state print works, printers, banknote designers, cash-in-transit companies, retailers and other stakeholders to consider reinforced technologies and solutions that can further optimise their infrastructures and cash processes in order to reduce costs and keep counterfeits out of circulation.
This session will highlight the latest global trends shaping the cash cycles and present problem-targeted solutions and approaches as to how we can respond to it.

SHIELD, Protecting Your Banknotes to the African Climate(s)

Gerben van Wijk, Gerben van Wijk, Luminescence Sun Chemical, International Tax Stamp Association

The African continent features a wide variety of climates with each their own challenges to keeping banknotes clean and well presentable. Also, there is an increased level of automation at Point of Sales with the general public using banknote acceptors to pay for their shopping or depositing their savings.
In today’s fast-paced society, torn, soiled or otherwise damaged banknotes will cause significant issues and frustration.

Applying a coating, also known as overprint varnish, has a significant effect on the quality of a banknote over a longer period of time. Secondly, the introduction of new, durable substrates has increased the need for coatings to be applied to protect the inks from being removed from the substrate during circulation. This presentation will look at these challenges and introduce Luminescence Sun Chemical Security’s SHIELD anti-soil coating as an answer to the above challenges, as it offers a cost-effective way of ensuring a longer lasting quality of banknotes in circulation.

Using Digitisation to Enhance Substrate Specification Towards Improved Print Performance

Dr. Ashvir Narrandes, South African Banknote Company (SABN)

Fundamental to improving the effectiveness of a print works, and maintaining the integrity of banknote security features, is the ability to develop and refine raw material specifications. To this end, the efforts of this work focused on developing a specification for substrate UV dullness, and former layer opacity. Traditionally, more nuanced elements of specification development, such as those investigated in this research, have been subjective in nature. However, digitisation enables quantification of characteristics, and in the process, allows for consensus among key stakeholders. This research utilised digitisation in the development of nuanced substrate specifications.

Sustainability in Currency Production and Waste Management

Ahmed Halilu, Nigerian Security Printing and Minting

This paper reviews recent publications on sustainability and how it is shaping our world. Recent global reports show that sustainability is now critical in every industry and is becoming a key factor across several spheres of business such as financing, operations, brand reputation, going concern of organizations, legal frameworks etc. The 2022 UN report on the SDG goals 11 and 12 shows strong correlation with globalization, health, social and economic aspects of life.
The 2022 concluded UNFCCC COP27 in Egypt witnessed the historic climate deal on establishing fund to save lives and livelihoods impacted from disasters due to climate change. Furthermore, the 1.5oC threshold for global climate change was still maintained indicating strong commitment to sustainability.
The goal of the paper is to deliver key highlights of sustainability and the role of the currency industry in ensuring the collective global success on sustainability.
Information presented in this paper were obtained from publicly available sources with the aim of highlighting the key messages of sustainability and to show that every player in the currency industry has an active role to play.
It is my hope that this paper gives an awakening call on this global concern of sustainability.

Innovations and Solutions With an Outlook on CBDC

Dieter Sauter, Bundesdruckerei

With a history dating back more than 250 years, we are particularly committed to serving the interests of government, citizens and society.

As a government-owned security company, we bear special responsibility.
In international banknote business, Bundesdruckerei is also a trusted and innovative partner for governments and central banks worldwide.

With secure identities, secure data management and secure infrastructures, we create trust in the analog and digital world.

In this way, we are doing much to ensure that governments, private companies and citizens
can act with confidence on the road to secure digitalization.

Bundesdruckerei use their services and technologies to protect digital identities, sensitive data and infrastructures. As a government IT security company, we assume social responsibility and are particularly committed to Germany’s digital sovereignty.
From e-government, digital health, security infrastructure and high-security industrial monitoring. Bundesdruckerei has arrived in the 21st century and acts as a state-owned company not only for German needs.

For example, Bundesdruckerei secures the communications of the German armed forces. Implements e-government in German ministries. It built the infrastructure for doctors and institutions to count Corona infections and encoded shopping receipts to track German tax authorities.

A particular example of innovation is the creation of digital identities, the eID. Access is already available to about 70 million Germans (out of a total population of 84 million). This can be merged with the newly created citizen wallet, along with driver’s license and health insurance card.

Bundesdruckerei has thus demonstrated its capabilities in the areas of digital IDs, quantum cryptography and trust centers.
These are also the cornerstones for CBDC. Because Bundesdruckerei’s innovative strength is also convincing in this field, positioning it as a solution provider in the market environment.

Bundesdruckerei is your trusted partner on the subject of value printing and also for the future, in CBDC.

Cash and CBDC

Anas El-Mahdi, Giesecke+Devrient

When the world is in flux society looks for stability. Cash as a public good has always been an anchor of trust contributing to a stable economy. By ensuring universal availability and access, central banks can bolster trust in public currency. Innovative and well-designed digital solutions will lead currency management into a dynamic, resilient, and sustainable future.
A digital form of cash, CBDC, can complement coins and banknotes by transferring the benefits of cash to our digital world. The coexistence of cash and CBDCs fosters financial inclusion, provides greater freedom of choice and helps boost trust. Be it by enabling cheaper, faster and more secure cross-border payments or by offering an alternative to the growing use of cryptos in Africa. A CBDC that is diligently designed and implemented could prove an asset, further contributing to the growth of our economies.
